Crises and change are contextual factors that influence both the role of the State and the development of public administration. With the rise of interventionist States from 1945 to 1975 in the context of the Cold War, public administrations occupied a central place in the economic, political, and social processes to stimulate the production and distribution of goods and services. After the period of economic and financial adjustment that States experienced during the 1980s to correct problems of debt and fiscal deficit, public administration has been recovering its position and prestige in the public eye as a recognized institution that reflects commitment to collective goals. Moreover, with the fall of the Berlin Wall and the political regimes in Eastern Europe, global geopolitics and the acceleration of globalization are modified, changing the life of institutions including the market, the State and public administration, forcing review of the roles they played. © 2014 by Taylor and Francis Group, LLC.
