Resumen:

This paper presents an overview of energy production and consumption for Latin America and the Caribbean (LAC). It brings special emphasis on CO2 emissions related to energy, as well as lack of modern energy services for millions in the region. LAC is constituted by 42 countries and represents around 9% of the world population, 6% of the global energy consumption and 5% of the world-wide energy-related CO2 emissions. Inequalities among LAC countries are very important. Five countries (Brazil, Mexico, Argentina, Colombia and Venezuela) represent 72% of the regional population, 82% of its GDP, 80% of its energy consumption, and 80% of its CO2 emissions. In 2009, 31 million people in Latin America lack access to electricity, and 85 million people rely on the traditional use of biomass for cooking. A more sustainable energy future for LAC is possible. Several policy actions are needed. LAC governments should intensify its efforts during the following decades to achieve a progressive separation between development and increment of CO2 emissions. This is possible with a more intensive the promotion of EE and RES. On the other hand, fulfill the energy needs for the poor is an urgent task. To do so, this has to be a clear objective of governments and therefore it is necessary to establish national goals for access to modern energy services, supported by specific plans, institutions, technology frameworks and budgets. Also, a commitment from international community is indispensable.
