In Mexico, a dramatic increase in life expectancy is taking place in a context in which formal retirement plans are extremely limited. In 2019 only 23% of women and 40% of men participated in an employment-based pension plan, largely as the result of elevated levels of labor force informality. Given extensive poverty among older individuals, Mexico, like many other nations, has introduced a noncontributory pension for those with little income and no other pension. The Programa Pensión para Adultos Mayores (Pension Program for Older Adults) has made pension coverage nearly universal. Without this program many older Mexicans, especially women, indigenous populations, rural residents, and other marginalized groups, would suffer extreme poverty. The level of support, though, is minimal, and a large fraction of older Mexicans continue to live in poverty and are forced to continue working well past the age of 65. For this reason, financial security among older persons is a major focus of civil society efforts to ensure that older individuals who are entitled to benefits in fact receive them. Older individuals themselves often participate in these civil society efforts. Their demands for recognition of their human and social rights have become a core aspect of a new international active aging movement. At a time in which the state faces serious fiscal challenges in providing income support, an active and dynamic civil society is necessary in order to prod government to address older citizens' needs, as well as to protect their social and human rights.
