Resumen:

Mexico has suffered from the pandemic as have other countries. In this chapter, I will examine the impacts on two middle-income cities. Governance in these smaller cities is more effective than it is in the largest of Mexico's cities, and the health care response to COVID-19 was demonstrably more effective. From this study, it can be argued that community cohesion and proximity between political leaders and the population in small cities contribute to a greater willingness to collaborate in the implementation of preventive measures in cases of emergencies. © 2024 Edward Elgar Publishing.
