© 2025 The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Switzerland AG.In this chapter, we describe the methodology use in the Monitor on the Use of Lethal Force in Latin America and the Caribbean. This methodology is based on several years of work by the Monitor and some of the most important international principles on the use of force, in particular the principles of proportionality and moderation. In this study, we construct indicators to measure the use and abuse of lethal force. The study limits the incidents of interest to events involving firearms and security agents on duty in order to improve comparability between countries. The information comes from two sources: official data and press notes. The indicators are divided into two types: incidence indicators, which measure the frequency and intensity of the use of lethal force, and abuse indicators, which seek to identify patterns of excessive and illegal use. The biases inherent in each source are addressed, as well as the need for technical tools to carry out more standardized searches. Although the indicators do not determine illegality in specific cases, they allow for the detection of systematic patterns of lethal force abuse and guide different types of policies for its control.
